国企经理激励约束机制的现状及其优化

摘    要:建立健全一种有效的经理激励约束机制是深化国有企业改革的一项紧迫而艰巨的任务。在深入分析国有企业存在激励不足和约束无力现状的基础上,可以发现,当前我国国有企业经营者激励约束机制存在着激励的力度不够、缺乏制度化的激励机制等问题。应该结合国有企业的自身特点,从显性激励、隐性激励、内部约束和外部约束等四个方面构建符合中国国情的国有企业经营者激励约束机制,而全面绩效评价体系在国企经营者激励机制中将发挥有效保障作用。

Abstract:In order to promote China’s reform of the enterprise manager incentive and restraint mechanisms,on the basis of in-depth analysis of SEO of insufficient incentives and constraints weakness of the status,this paper points out that China’s SEO incentive and restraint mechanisms problems include the inadequate intensity of incentives and lack of institutionalized incentives.By combining with SOE,from the four aspects as follows: explicit incentives,implicit incentive,internal constraints and external constraint,this paper points out that China should take measures to build up the manager’s the incentive and restraint mechanisms which is consistent with China’s SEO and that a comprehensive performance evaluation system will play an effective role in safeguarding the state-owned operators incentives.
