克拉玛依稠油开发一体化经济评价方法探讨

克拉玛依稠油属环烷基原油,资源丰富,其下游产品具有不可替代性。目前稠油开发生产成本比稀油高3～4倍,开发生产经济效益基本处于临界状态;克拉玛依石化公司稠油加工技术水平与规模都处于国内领先地位,且上下游业务发展相互依托,密不可分;按现行油气勘探开发建设项目经济评估方法与价税体系,不能客观评价克拉玛依未动用稠油区块经济效益,不利于稠油产能建设的发展。基于克拉玛依稠油上下游业务地缘因素,对克拉玛依稠油一体化评价模型进行了探讨,以利于更加全面评价克拉玛依稠油未动用储量经济价值。

Discussions on Integrated Economic Evaluation Method for Heavy Oil Development in Karamay

Heavy oil in Karamay belongs to naphthenic crude,the resources of which are abundant.Its downstream products are irreplaceable.At present,the economic benefit of development and production for heavy oil basically lies in a critical state because the cost of development and production for heavy oil is 3 to 4 times higher than that of thin oil.Karamay Petrochemical Plant holds a leading position in both techniques and scale of heavy oil processing in petrochemical industry in China.The upstream and downstream business development depends closely on each other.The economic benefit of non-producing heavy oil districts can’t be objectively evaluated with present economic evaluation methods and price-tax system for oil and gas exploration and development construction projects,which goes against the heavy oil productivity construction.Therefore,based on the geographical factors of upstream/downstream business of heavy oil in Karamay,the integrated Karamay heavy-oil evaluation model is discussed in order to evaluate in a more comprehensive way the economic value of non-producing heavy-oil reserves in Karamay.
