论语言规划与语言保持的相互制约

随着我国国民经济生活的稳步提高,与之相适应各项社会文化生活也发生了深入的变化.其中,语言使用格局的改变是不对等的,体现出较大的差异性.一方面,作为强势语言的普通话推广取得了较好的成果,另一方面,一些处于相对弱势的汉语方言及少数民族语言的使用活力却不断降低.本文通过对语言规划和语言保持关系的梳理后认为,语言规划是一种长期的,有预见性的语言干涉,其最终的目的应该是在规范各种语言使用的同时,保持语言生活的多样性,建立和谐稳定的可持续语言生态环境.

On the Mutual Restraint Relationship between Language Planning and Language Conservation

With the steady improvement of our national economy and living level,a thorough change has taken place in the various social and cultural lives correspondingly.Among them,the change of language using patterns is unequal,reflecting the distinctive differences.On the one hand,as the dominant language,the promotion of Mandarin has achieved a big accomplishment;however,on the other hand,the using vitality of some relatively disadvantaged Chinese dialects and minority languages has been declining.Based on the relationship between language planning and language conservation,this paper points out that language planning is a long-term and predictable language interference,its ultimate goal should be to regulate the using of various languages,at the same time,maintain the diversity of languages and establish a harmonious and stable environment for the sustainable language development.
