| 摘 要： | 结合治理理论的相关看法,倡导在应急管理中多元主体的共同参与,并建立以政府为主导、社会力量和公众等多主体参与的治理体系。最后,为我国应在应急管理实践中转变政府职能、明确参与主体权责划分、培育应急管理的社会资本提出了建议。

| Abstract: | This article combined with the governance theory advocates that building the joint participation of multiple subjects and the governance system of multi-agent including social forces and public power.Finally,this article makes recommendations for our country in taking efforts to achieve social harmony which involves transforming the government functions,establishing the division of responsibilities in the governance subjects and cultivating the social capital of emergency management. |
