| 摘 要： | 对建设服务型政府在社会发展的转型时期受到的来自行政主体、行政客体、行政制度三方面的传统行政文化阻力进行分析,指出在构建服务型政府过程中,传统行政文化的转型是关键,营造全新的行政文化刻不容缓,它不仅是深化行政管理体制改革的重要保证,更是建设公共服务型政府的必要途径。
