我国在劳动密集型农产品生产方面具有比较优势 ,但缺乏竞争优势。在产业选择与产品定位基础上积极培育竞争优势 ,是农业应对加入世贸组织工作的着力点。农业的自然区域特性决定了农业应对加入世贸组织要分区而治 ,在这方面地方政府更可以有所作为。本文从地方政府的行为空间出发 ,探讨了我国农业发挥区域比较优势、培育竞争优势、提高国际竞争力的基本方略与对策

Study on Promoting Agricultural International Competitiveness

China enjoys comparative advantages but lacks competitive advantages in the production of labor-intensive agricultural products, and so, on the basis of optimizing agricultural structure, building up competitive advantages has become the focus of the efforts for China's agriculture to meet WTO's challenges. Agriculture's natural regional features make it advisable that regional policies be employed in China's agriculture's meeting WTO's challenges, and in this regard, local governments may play a more active part. This paper concentrates on what tactics & measures local governments should take to promote international competitiveness by making use of regional comparative advantages and building up competitive advantages.
