西部地区生态贫困与生态型反贫困战略

贫困状况的发生和贫困程度的大小与生态环境状况存在着极为密切的关系,这一点在中国西部地区有着更明显的体现。中国政府对西部贫困地区一度实施开发式扶贫政策,但很快就从反贫困问题转向“返贫困”问题,其重要原因就是日益恶化的生态环境制约了西部地区的经济发展。西部地区的生态贫困使其不具备经济开发的基本条件。不能够按照传统的一般性经济发展实现脱贫目标,应从生态的角度选择合适的发展道路,建立生态型反贫困战略。其基本思路,是把生态环境建设和保护作为扶贫政策的中心,重建西部生态系统,大力发展生态经济,使西部地区的经济性和社会性协调统一发展。

Ecological Poverty and Ecological Anti-poverty Strategy in the West China

The state and the degree of poverty have inseparable relationships with ecological environment,which is clearly evidenced in the western region of China.The Chinese government executed the development policy in its attempt to eradicate poverty;but soon was faced with the problem of returning to poverty in the straitened circumstances.The most important reason is that economic development in the western region is confined by the worsening ecological environment.Therefore,the essence of anti-poverty campaign in the western region is to establish ecological anti-poverty strategy.The basic idea of ecological anti-poverty strategy is to set ecological environment construction and protection as the center of poverty eradication policy;to restore the western ecological system,and to develop ecological economy,and thus to ensure concerted economy and social development in West China.
