The Confucian school attaches importance to the function of moral enlightenment and "etiquette". It lays emphasis on the achievement of the harmony of society through self improvement, advocating "Benevolence primary, punishment supplementary", "Establishing etiquette to uphold respect, setting up laws to impose deterrence". This practice of emphasizing both law making and education struck root in the hearts of the people. Its adverse effect is that it caused "Ruling by men" to overwhelm "ruling by law".
