农民工社会保险制度建设探析

农民工问题是我国城市化、工业化进程中出现的一个十分棘手的社会问题.问题的焦点是保障农民工的权益和农民工的社会保险制度的构建问题.农民工社会保险制度建设必须从中国实际出发,针对农民工社会保险存在的主要问题,明确指导思想和总体思路,借鉴城镇职工社会保险制度的经验,采取"统账结合"的模式,实行"小统筹大账户",根据农民工的现实需要确定保险项目、保障水平、管理方式等,并且要注意与现有城乡社会保障制度的协调与统一.

On construction of peasant workers' social insurance system

The problem about the peasant workers has become a very complicated issue in the process of urbanization and industrialization of our country. The focus of the problem is how to ensure the rights and interests of the peasant workers and how to construct their social insurance system. The institutional improvement of the social insurance of the peasant workers must be set out from China's reality. Aiming at the main problems of the social insurance of the peasant workers, it is necessary for us to adopt the experience of the urban workers' social insurance system for reference: taking the model of "combining the social funds with the personal accounts"; implementing the method of "more personal accounts and less social funds"; defining the insurance project; the ensuring competence and the way to manage according to the peasant workers' actual demands. Meanwhile, more attention must be paid to the coordination and the unification of the existing social security system in urban and rural areas.
