行政道德建设刍议

胡锦涛同志在党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》中精辟地提出了“常修为政之德”,这是新时期对行政主体道德要求的高度概括。市场化进程的推进给我国行政道德建设注入了新的活力,同时由于转型期的复杂性,导致行政主体的道德风险日益增大。因此,“常修为政之德”、加强公共行政道德建设,是践行“三个代表”,贯彻十六大精神,实施“以德治国”的根本途径。
