中国经济“新常态”的语境解析

经济“新常态”是经济发展特征从一种状态转向了另一种状态，而经济发展特征可以从多种视角、层面和领域来描述，因此，可以从不同语境、不同层面、不同领域来考察和理解经济“新常态”。在市场经济语境下，当前中国经济“新常态”是“非常态”向“常态”转变，即“计划经济常态”经过“市场化转型的市场经济非常态”进入“社会主义市场经济常态”，是“旧常态—非常态—新常态”的转换，其核心在于形成新的市场经济规则、运行机制以及新的市场结构与模式，并持续演进。在国别语境下，中国经济“新常态”是从具有中国特色的“旧常态”进入“新常态”，是“在改革中发展，在转变政府职能和放松政府管制中发展，企业在激烈竞争和创新中自主发展”，与美国等“去杠杆化、强化政府管制”的“新常态”具有本质区别。在发展阶段和环境语境下，中国经济“新常态”则是要适应经济发展进入转型期、资源环境约束不断强化的新形势，加快转变经济发展方式，从要素驱动、投资驱动转向创新驱动，优化升级经济结构，更加注重民生和生态文明建设。当然，还可以从不同的区域、产业，甚至城市、企业等视角来深入理解中国经济“新常态”。
