| 摘 要： | 为明确海洋财政政策在我国海洋经济增长中所起的重要作用，基于山东省1992—2011年的时间序列数据运用协整理论，通过全面考察海洋经济增长与海洋财政政策之间的关系，得出的实证结果表明，海洋经济增长对财政收入与支出均有很大的推动作用，且在110年的滞后期内其贡献率基本达到80％左右，而财政支出效用对海洋经济增长的贡献却不显著。由此说明，海洋经济已成为推动经济增长的新动力，另一方面因海洋产业财政投入的不足及支出结构的不合理在一定程度上制约着其经济增长效应的发挥。

| Abstract: | To understand the role of financial policy played in marine economic growth, this paper analyzes the relationship between financial revenue and expenditure and marine economic growth based on the data of Shandong Province in China from 1992 to 2012 through a co-integration analysis and Granger test. And the empirical results show that marine economic growth has a great effect on local financial revenue and expenditure, and within 1--10 years of hysteresis the contribution rate of marine economic growth is up to about 80%. However, the contribution of the fiscal expenditure to marine economic growth is not significant. This indicates that marine economy is an important impetus to economic growth in Shandong Province; however, the composition of fiscal expenditure is not rational and not compatible to the changing marine economic environment, which restricts the effects of fiscal expenditure on marine economic growth. |
