| 摘 要： | 现阶段的“三农”问题核心是农民增收缓慢,以农民增收为本落实科学发展观,应通过推进工业反哺农业战略、建立财政支农资金增长机制、建立农业支持和保护体系和消除民工外出体制障碍等多种途径来增加农民收入。 |

| Abstract: | At the present stage, the core of "Agriculture, rural area and farmer"issue is to increase farmers' income. We should finalize a scientific development view with people-oriented to develop agriculture and resort many different ways to increase the farmers'income.More specifically, we should propel a strategy of developing agriculture by industry supporting, find a financial mechanism for agriculture development, establish a system to support and protect agriculture and remove the barrier for the farmers to find jobs in the cities. |
