| 摘 要： | 北京市出租车市场管制模式决定着消费者、司机、出租车公司、"黑车"从业者和政府等5个主体间的利益分配关系。出租车市场的供求模型分析表明:价格管制决定了消费者与出租车市场间的利益分配;数量管制决定了出租车行业①与"黑车"从业者间的利益分配;准入管制与司机劳动力供求变化两者共同决定了司机和出租车公司间的利益分配。目前北京市采取的"价格管制 数量管制 准入管制"模式,造成了各利益主体间严重的利益冲突。因此,放弃目前的管制模式,转而采取"价格管制 社会管制"模式将是可行的选择。

| Abstract: | Taxi market regulation pattern relates to welfare of consumers,drivers,taxi corporations,lawless cars and government.Price regulation decides allocation between consumers and taxi market.Quantity regulation decides welfare allocation between taxi industry and lawless cars.Admittance regulation with equilibrium in driver labor force supply and demand decide welfare allocation between drivers and taxi corporations.Current regulation pattern including price,quantity and admittance result in welfare conflict to everyone.So,turning now pattern into pattern with price and society regulation is feasible choice. |
