湘南山区“边缘村庄”搬迁政策研究

湘南山区＂边缘村庄＂数量多、人口多,工作量大,任务紧迫,但缺失统一的规范性文件来指导搬迁工作。现今的搬迁现状令人堪忧,制定一套符合科学发展观要求的搬迁政策迫在眉睫。未来政策应考虑目前的现状、农户困难,体现自愿与强制相结合、统一规划与因地制宜相结合、现实性与前瞻性相结合、分类搬迁与标准统一原则、公开公平公正的原则,具体包含国土、林业、民政、教育、医疗、电力等一系列的扶持措施。另外,工作人员的权力、义务和责任、纠纷协调和权益救济渠道是搬迁工作的法律保障利器。

On Policy of Edge Villages Moving in South Hunan Province

The number of edge villages in the mountain areas in south of Hunan province is large,and the amount of the population is huge,the work is great and urgent.But it is short of norm policy to guide the moving.The present situation of moving makes us feel concerned.It is quite urgent to establish the moving policy.The future policy should express fair,voluntary,compulsive,systematic,appropriate and prospective.The main system is a series of measures of national territory,forestry,domestic affairs,education,and medical treatments.It＇s quite necessary for officials to make out power and obligations,and so on.
