| 摘 要： | 我国跨流域调水的生态补偿,应将水权补偿作为其重要的组成部分,积极通过市场手段完善生态补偿机制.水权生态补偿的核心是水价构成.水权转让费中应该包括生态补偿的费用.围绕我国传统跨流域调水生态补偿机制的变革,法律法规以及相关配套措施的完善被提上了议事日程.本文从水权生态补偿的法律地位、水权生态补偿的原则、水权生态补偿的主体三个方面,提出了我国跨流域调水水权生态补偿的立法设想.
