| 摘 要： | 在复杂化、动态化和分散化的环境中,政府与NGO之间形成相互合作的关系。政府与NGO的合作关系,既不是一种命令与服从关系,也不是市场竞争关系,而是一种介于这两者间的相互依赖关系。这是一种共生的、自主的和不对称的相互依赖关系。通过对相互依赖关系的这种剖析,有助于进一步深化对政府-NGO合作关系的理解。

| Abstract: | In the complex,dynamic and diverse surroundings,a cooperative relationship between government and NGO has come into being.It is not a command-comply relationship,nor a competitive relationship in the market,but a inter-dependence relationship which is symbiotic,automatic and asymmetric.Analyzing the interdependent relationship helps to further understand the government-NGO cooperative relationship. |
