| 摘 要： | 在福利国家转型过程中,能促型政府成为发达国家社区居家养老服务中政府角色调整的方向。在能促型政府理念下,发达国家普遍建立了包括政策、资金、设施、人才等方面的支持体系,形成了多中心的治理体制。能促型政府理念和各国实践经验对于完善我国社区居家养老服务工作具有一定的借鉴意义。

| Abstract: | In the process of the welfare state transition, the adjustment direction of the role of government in community home-based care services of developed country is the enabling state. Developed country establish a support system including the policy, funds, facilities, personnel etc under the guidance of concept of the enabling state, the formation of multi center governance system. The enabling state concept and practical experience of various countries have meaningful reference for our community home-based care services. |
