农民工工伤保险相关利益集团行为取向的影响因素——基于湖南五个城市的调查

以2008年湖南湘中五城农民工工伤保险调查情况为依据，对地方政府、用工企业、农民工自身、工伤医疗服务及保险经办机构等利益集团的经济人行为进行深入分析，结果表明：在农民工工伤保险问题上，地方政府及企业因农民工劳动力成本优势的丧失态度消极；就业环境恶劣加剧及实际工资下降使部分农民工持迟疑态度；医疗服务及保险经办机构因保险扩面收益显著积极响应。因此，有必要在培养地方政府科学的全局观和发展观的同时建立企业社会责任共担机制，进一步扩大农民工工伤保险覆盖面，以稳定的基金和优质医疗服务保障农民工工伤权益的实现。

Effect of related interests groups on implementation of the injury insurance of rural migrant workers: Taken five cities in Hunan province for example

Based on the investigation of injury insurance of rural migrant workers in five cities of Hunan province in 2008, this paper analyzes behavior of economic man of interest groups, such as local government, employment enterprises, rural migrant workers themselves, work injury medical services and insurance agencies and so on. The results shows that, local governments and enterprises have a negative attitude due to the loss of labor cost advantage of rural migrant workers, increasing of poor employment environment and wages declining make some rural migrant workers hold hesitant attitude, medical services and insurance agencies hold a positive response because of the significant benefits by insurance expanding. The author thinks it is necessary to establish corporate social responsibility sharing mechanism while developing the scientific overall concept and development concept by local governments. It is also need to further expand the coverage of injury insurance of rural migrant workers, and guarantee the realization of rights of rural migrant workers on the condition of stable funding and high quality health care services.
