精准化是在复杂性时代背景下加强国家治理现代化的新要求,也是检验国家治理体系和国家治理能力现代化水平的重要标准.基层治理精准化是国家治理现代化的基础工程,在全球化、信息化、网络化的今天,基层治理精准化十分必要也极有可能.就其内容而言,在横向上涵盖基层治理的各个方面,如党的建设精细化、经济发展精明化、社会治理精巧化、公共服务精心化、志愿服务精品化、信息系统精密化;在纵向上包括以人为本、法治、科学的价值体系、"一核多元"的组织体系以及各项支撑性制度体系.就其实现路径而言,主要包括7个方面,即以群众满意为目标、以需求导向为前提、以协商民主为抓手、以组织联动为关键、以队伍建设为重点、以考核监督为保障、以"互联网+"为载体.
