风险沟通视角下重大民生政策风险评估公众参与研究

风险沟通作为一种随着风险社会发展出来的治理工具,是风险社会里人们应对风险的有益方式,也成为多元主体进行社会治理、促进社会良性运行的有效手段.重大民生政策风险评估离不开社会公众的参与,公众参与政策风险评估的过程亦离不开对风险问题的沟通.在分析程式化的风险评估机制给我国重大民生政策风险评估所带来的问题的基础上,提出应从加强风险信息的交流与整合、社会参与渠道的建设与拓展、政策风险议题的管理、整体风险评估框架的构建等方面来促进重大民生政策风险评估中的公众参与,使整个重大民生政策风险评估能够更加科学.

Study on the Public Participation of Major Livelihood Policy Risk Assessment Under the View of Risk Communication

The risk communication is a useful way of dealing with social risks and an effective method of governing as a tool of governance which developed with the development of society.Major livelihood policy risk assessment needs the public participation,while the public's participation in policy risk assessment needs the risk communication.According to the difficulties of difference of risks perception, the closed-off process of policy risk assessment, the failure to establish a frame of policy risk assessment and the rigid mechanism of risk assessment of the major livelihood policy risk assessment, it is essential to improve the communication and integration of risk information, expand the way of public participation, strengthen the risk topic management and construct the frame of policy risk assessment to make the major livelihood policy risk assessment more scientific.
