关于制定《中华人民共和国环境教育法》的思考

国际社会高度重视生态环境,高度重视保护环境、建设环境为重要内容的可持续发展教育;我国对环境也日益重视,颁布了有关的法律法规,开展了一系列环境教育活动,但环境的法律法规执行堪忧,环境的破坏与污染还没有从根本上得到遏制.其原因在于,广大公民环境意识尚待进一步提高,尤其是决策者的保护环境与建设环境的素质与能力亟待增强.落实科学发展观,实现可持续发展、建设和谐社会的理论与实践,都呼唤尽快对我国环境教育立法.《中华人民共和国环境教育法》的内容及其实施涉及到广大公民和各行各业等方方面面,它是隶属于我国宪法的独立法律,并非教育法的子法.

Thinking About Legislation of the Environmental Education Law of the People's Republic of China

The international community shows great concerns about the sustainable developing education which takes eco- logical environment,environmental protection and construction as important contents.China has gradually been attaching importance to environment.Many laws and legal regulations have been promulgated and a series of activities on environ- mental education has been organized and conducted,whereas the implementation of environmental laws and legal regula- tions are not very satisfying.Problems on environmental ruins and pollution have not been ultimately solved.The reason is that the citizens' awareness on environment is to be improved,and especially the decision makers should improve their quality and competence on environment protection and construction.Great vocation for legislation of environmental educa- tion as soon as possible can he heard in putting the concept of scientific development into practice,realization of sustain- able development and the theories and practice of Construction of Harmonious Society.The contents and implementation of the Environmental Education Law of People's Republic of China are of relation to all the citizens and all walks of life. It is an independent law which directly belongs to the Constitution Law of China,not a branch law of Education Law.
