论海权与中国海洋发展战略

海权,即凭借海洋或者通过海洋能够使一个民族成为伟大民族的一切权益。21世纪是海洋世纪,海洋对各国的发展起着越来越重要的作用。随着海洋产业迅速发展,中国作为经济大国,海权是实现大国崛起的必由之路,海洋是市场经济的生命线、国家战略的安全屏障,也是中华民族未来的生存发展空间,建设海权强国对于中国海洋发展具有战略性意义。中国要把建设海洋强国列入国家战略,提升海洋的战略地位,树立新的海洋观,增强国民的海洋意识,努力建设拥有远洋作战能力的强大海军,启动海洋经济开发的战略计划,以经济行为应对他国侵占中国海权的经济行为。加强海洋意识,规划海洋战略,已经刻不容缓。

On Sea Power and China Maritime Development Strategy

Sea power refers to everything that can help a nation become a powerful one by virtue of ocean.The 21st century is a marine one, in which the ocean is playing an increasingly important role in the development of all countries in the world.With the rapid development of the Chinese marine industry, having sea power is already only way out for China to be a great oceanic power. Ocean is becoming a lifeline of the Chinese market economy, a natural defence for the national strategic security, the Chinese people＇s living and development space in the future. Building the Chinese maritime power is of much strategic significance for the Chinese maritime economic development. It is suggested that China should list the plan of the marine power building into the national strategy, improve strategic position of the ocean and develop a new marine concept, strengthen national awareness of ocean,make efforts to build a powerful navay with offshore combat capability, start the marine strategic planning in economic development, and cope with other country＇s economic action which encroaches on our sea power by taking relevant economic actions. However, considering the fact that China＇s maritime rights and interests have been subject to serious violations, strengthening marine awareness and planning a marine strategy are both of great urgency.
