科学、社会与市场视角下的精准医学创新

基于我国国情和精准医学的科学技术特征,利用科学-社会-市场三重维度分析框架,对我国精准医学的创新现状予以研究。研究发现,对生物信息学学科价值认识的不充分、鼓励公众参与机制的缺位、医疗产品市场准入和监管制度缺乏创新性是我国精准医学创新工作面临的主要张力与挑战。针对此种状况,应正视生物信息学基础学科的地位,加强生物信息数据的管理,加大资助力度;通过强化个人隐私保护和建立公众对话机制,鼓励公众参与精准医学创新;以加速医学研究成果转化为导向,调整医疗市场监管政策,使之满足我国精准医学创新的需要,符合国际现行标准。

Innovation of Precision Medicine from the Perspectives of Science,Society and Market

Based on the social context of China and the features of precision medicine,this paper employs the Science-Society-Market approach to analyze the innovation of precision medicine.It finds that the ignorance of the role of bioinformatics as a basic discipline,low public trust and involvement,and the lack of innovative regulation of medicinal products are the main tensions in the dimension of science,society and market respectively.According to the research findings,the paper suggests that China ought to manage the bio-data strictly and invest bioinformatics heavily,encourage public involvement by institutional arrangements and consider innovative regulation-making.
