流动人口城市化进程中的制度性障碍研究

流动人口作为游离于城市与农村之间的一个特殊群体 ,由于存在户籍制度、教育制度、社会保障制度等一系列制度性障碍 ,使其难以融入城市。但在我国不断推进的城市化进程中 ,流动人口逐渐转变为城市人口是不可避免的趋势。政府对户籍等制度采取渐进式改革 ,强化社会管理职能以保障流动人口的合法权益 ,是一个当然选择。

A Study on the Systematical Barrier in the Course of the Floating Population Urbanization

Floating population is a spatial group between the city and the countryside. Because there exist a several systematical barrier, such as registration system, education system and social security system, it is difficult for them to blend themselves into the city. But in the course of urbanization in China, floating population becoming urban population is a inevitable current. So, it is a necessary choice for the government to take measures gradually and to ensure legal interests of floating population by strengthening social administration function.
