农村劳动力非农化的障碍因素与对策

“三农”问题一直是困扰我国经济发展的根本问题，而“三农”问题的核心是农民增收问题。新时期解决农民增收问题最有效的途径是加速农民非农化，扩大农民的非农就业。对农村劳动力非农化的障碍因素进行了深层次分析，并提出相应的解决对策：解放思想，更新观念、加大制度改革力度、提高农村劳动力整体素质、加快工业化和城镇化进程、提高农村劳动力资源开发、转移的组织化程度等，以加速农村劳动力非农化进程，促进国民经济持续、稳定、健康发展。

Study on Obstacle Factors and Solutions to Rural Labor Non-agriculture

＂Three Rural Issues＂ has been a fundamental issue in China＇s economic development, the core of which is improving peasants＇ income. The most effective way to solve the problem of improving peasants＇ income is to accelerate the shift from farmers to non-rural population, expand peasants＇ non-agricultural employment in the new era. The essay processed deep-going analysis on obstacle factors of the shift from rural labor force to non-rural population, and the corresponding solution： to liberate people＇ s mind, update their concepts, strengthen the efforts of system reform, to improve the overall quality of the rural labor force, speed up the process of industrialization and urbanization, to enhance the development of the rural labor force resources, and the transfer of the degree of organization, etc. The aim is to accelerate shift from rural labor force to nonrural population, promote the sustained, rapid and healthy development of Chinese economy.
