征地制度:城乡差距的一个经济动因

现行征地制度作为计划经济条件下降低工业化、城市化成本的产物,越来越不适应市场经济发展的需要,深刻的体制矛盾导致了严重的弊端。本文进而分析了征地制度对目前城乡差距扩大的影响,表明征地制度已取代“剪刀差”而成为农民利益直接受损的主要经济因素,并对社会的正常运行产生了多方面的消极影响。从建设社会主义和谐社会的需要出发,征地制度的改革势在必行,从而寻求一种能使农民分享经济发展和城市化成果的体制安排,使城乡差距得到抑制,并提出了改革的几点思路。

Land Requisition System: An Economic Dynamic Cause for Disparities between Urban and Rural Areas

The existing land requisition system, once a product under plan economy to lower the cost ofindustrialization and urbanization, cannot adapt to the need for the development of market economy and deepconflicts in systems lead to serious malpractices. This paper analyzes the impact of land requisition system onthe enlarging disparities between urban and rural areas. It shows that land requisition system has replaced the"scissors gap" to become the main economic factor for the direct damage to the peasants' interest and has hadvarious negative effects on the normal operation of society. From the perspective to build harmonious socialistsociety, it is imperative to make the land requisition reform so that a systematic arrangement can be sought tomake peasants share the outcome of economic development and urbanization and restrain the disparities be-tween urban and rural areas. Some thoughts are put forward for the reforms.
