甘孜藏区教育现状及思考

摘    要:甘孜藏区的受教育状况虽然有很大改善,但整体发展水平仍然很低且不平衡,存在着教育投入不足、师资队伍量少质弱、教育模式不合理,以及农牧区家长短期功利意识强烈、不重视子女教育等问题。为了保障甘孜藏区少数民族子女的受教育权,应尽快制定单行教育条例,改革教育主体和投资体制单一的办学状态,适当引入个人和社会力量办学;同时,加大对民族地区义务教育的财政投入,改善乡村教师的工作环境,采取定向培训和引进等政策加大“双语”教师队伍建设。课程内容应注重实用性,逐步实现基础教育和职业教育相结合,创业、就业、升学并重的教育模式,走寄宿制办学道路。

Abstract:With the development of education in recent years, the right to education of the underage in Garzi Tibetan area has been promoted dramatically. However, by horizontal and vertical comparison, we can find some issues as the following: low and unbalanced development, insufficient educational investment, weak teaching staff, and inefficient teaching mode, their parents' utilitarianism and less attention paid to education and etc. In order to better protect the right to education of the underage, we should establish some specific regulations, and reform the oneness reflected in the major body of education administration and investment system by introducing individual and societal forces to run schools. At the same time, we should increase financial investment from the government, improve the working environment of rural teachers and cultivate bilingual teachers by means of orientation training and educational counterpart aid. The practicality of curriculum should be emphasized, to gradually achieve the purpose of combining basic education and vocational education, forming a new model of laying equal stress to enterprise, employment, and further study, and running boarding schools.
