公平的中国农村公共服务之路——农村集体债务的来源及其化解

近年来，新农村建设、以民生为重点的社会建设在农村的推进都有可能增加村集体债务。借助于有关地方政府部门的统计数据，通过实地调研，文章提出在村集体增收困难，政府财政投入有限的制约下，农村基础设施建设，公益事业和社会服务的提升可能会形成新的集体债务。对此，需要在摸清底数的基础上，促进村集体经济发展，建立农村管理与服务的财政支持保障机制，防止无条件的达标与考核，以防止村集体化解旧债的同时再增新债。

Ways to the Fair Public Service in Rural China On the Origin of Collective Debt in Rural Areas and Its Solution

In recent years, the new rural construction, people＇ s livelihood and social construction in rural areas are likely to add to the village collective debt. With the statistical data from the relevant local government departments, and through investigation, this paper puts forward in the village collective income difficulties, under the constraints of financial input of government, the construction of rural infrastructure, public welfare and social service promotion may form a new collective debt. In this regard, it is needed to feel out the base number of debt, promote the development of the village collective economy, establish the financial support mechanism of rural management and service, and prevent the unconditional assessment, so the village collective debt will be resolved, and at the same time some new debt will be prevented.
