论苗族地区黑社会性质犯罪组织存在的原因

苗族地区也存在着黑社会性质犯罪组织,其存在的原因既有与我国其他地方黑社会性质犯罪组织相同的一面,又有其独特的原因:延续的历史传统为该区黑社会性质犯罪组织的存在和发展提供了条件;具有继承性的社会组织为该区黑社会性质犯罪组织的存在和发展提供了历史根基;富有对抗性的文化冲突是该区黑社会性质犯罪组织存在和发展的催化剂;极具隐蔽性的地理环境为该区黑社会性质犯罪组织的存在和发展提供了天然的避风港;政治权力的软化脆弱是造成该区黑社会性质犯罪组织存在和发展的又一重要方面。这些原因主要是由于苗族地区的历史传统、文化背景、民族个性、地理环境都有其特殊性而产生的。

Causes for the Underworld Criminal Organizations in Miao Areas

There are underworld criminal organizations in the Miao areas due to causes either similar to, or different from, those for other areas. Some of the unique causes are: (1) continuous historical traditions that provide the environment; (2) inherited social organizations as the historical foundation; (3) cultural conflicts as the catalyst; (4) remote geographic location as the haven; and (5) weak political government which facilitates the development of such organizations. All those conditions are due to the unique history, tradition, culture, ethnic personality, and geographic location of the Miao area.
