| 摘 要： | 主权财富基金是主权国家政府所有和控制的资产工具，具有与一般基金不同的特点和法律关系，其法律关系涉及不同法律部门及不同法域。在分析主权财富基金的特点和法律关系的基础上，论文提出了对主权财富基金规制的立法框架和规则体系。

| Abstract: | Sovereign Wealth Fund(SWF) is a kind of investment assets owned and managed by the government of a sovereign country.Comparing SWF with relevant concepts such as foreign currency reserves and pension funds,and analyzing its characteristics and legal relations,the author provides a legislation framework and rule system for SWF. |
