摘    要:高等农林专科学校发展高等职业教育责无旁贷、势在必行.但存在的主要问题有第一,人们对上高等职业教育不积极的认识反差;第二,高等职业教育普遍存在的定位不准确,特色不突出;第三,实训条件有限,缺乏必要的办学资金投入;第四,生源不足、学生综合素质偏低;第五,"双师型"师资队伍建设亟待加强;第六,毕业生就业途径.因此,发展高等职业教育应采取的对策大力宣传消除偏见,创造良好的思想基础和社会环境;农林高等职业教育要准确定位、注重特色;重点加强实训环节、突出职业特色;改革办学体制,促进产学研结合,积极改善办学条件;招生计划要纳入国家政策性指导计划,加强引导与管理,确保生源和质量;内外结合,加快"双师型"师资队伍建设.

Abstract:It is duty-bound and imperative for higher agriculture and forestry training schools to develop higher vocational education, but there exist the following main problems in it: first, people have a wrong way of looking at reception of higher vocational education, that is to say, they underestimate the role of vocational education; second, higher vocational education universally lacks an accurately fixed position and distinctive characteristics in the country; third, practicing conditions are poor and there is a shortage of necessary running fund; fourth, there exists a shortage of student sources and students' comprehensive qualities are poor; fifth, it is urgent to strengthen the construction of a contingent of teachers with both theoretical knowledge and practical experience; sixth, graduates acquire rather narrow employment channels. For this reason, the following countermeasures should be adopted to develop higher vocational education: first, make efforts to dispel the prejudice against higher vocational education by doing propaganda and create a good foundation of thought and a good social environment for higher vocational education; second, the position of higher vocational education of agriculture and forestry should be accurately fixed and its characteristics should be attached importance to; third, lay emphasis upon improving practicing conditions and highlight the feature of vocation; fourth, reform the running system, further the combination of production, teaching and researches, and try to improve the running conditions; the enrolment plan should be brought into line with the state plan in order to enhance guide and control, and guarantee student source and quality; fifth, by combining internal factors with external factors, speed up the construction of a contingent of teachers with both theoretical and practical experience.
