| 摘 要： | 中国农村改革旨在再造农村市场经济的微观基础和基层民主权威,建立适应社会主义市场经济发展的农村经济体制和社会管理体制。但由于受到城乡二元结构和体制机制的制约,农村生产要素市场缺乏应有的发展,一再拖延了市场经济体制的创建,9亿农民饱受“市场失灵”和“政府失灵”的双重煎熬,致使乡村社会出现了“治理危机”。下一步应坚持“整体推进”和“重点突破”相结合的基本原则,全面深化农村经济体制、政治体制、社会体制、文化体制的综合性改革,为新农村建设提供体制保障、财力支持和动力源泉,不断增强农村发展的内部活力,不断扩大基层民主政治建设。

| Abstract: | Because of social and economical factors,there is a governing crisis in countries in China.The aim of the rural reform is to provide a new life to the micro foundation of rural market economy and authority of democracy in roots units,and setting up the rural economic system and social management system which are adaptive to the economic development of socialist market. |
