| 摘 要： | 中国与边境国家吉尔吉斯斯坦面临的各种社会、政治、民族等动荡性因素增强,犯罪形势加重,且不同犯罪种类具有较强的相互转化特性,导致中国西北负担增大。同时,面临吉尔吉斯斯坦警务改革美式化、欧式化压力和美国、西方国家对其警务合作的战略战术双推进政策,中吉警务合作不但需克服在预防、打击方面战略意识不足的局限性,还应优化和平衡战略与战术,将务实化警务合作提上日程。

| Abstract: | Both China and Kyrgyzstan are confronted with an increase of turbulent social,political and nationality factors,aggravation of crime situation,and strong conversions of different kinds of crimes.Under the pressure of Americanization and Europeanization of Kyrgyzstan police affairs and the strategic and tactical advancement of Kyrgyzstan police affairs cooperation by western countries,the police cooperation between China and Kyrgyzstan need not only overcome limitations in the strategic understanding of prevention and attack but also rationalize and balance strategies and tactics and place practical police cooperation on the agenda |
