苏州市的经纪人发展 ,从其发展速度、组织形式、行业组织以及管理制度化和规范化等方面看 ,已呈现出良好态势。但目前的主要问题是 ,在经纪人自身方面仍存在着诸如非法经纪不少、从业领域不平衡、业务程度不深、实力规模不大、人员素质不高等 ;在经纪人外部环境方面包括社会观念转变滞后、法律法规不全、管理政出多门等。解决问题的对策主要是 ,严格合法经纪 ,加强行为自律 ,不断提高经纪人素质 ;加强地方立法 ,强化对经纪人统一管理 ;实行市场导向和政府积极引导相结合 ;加大政策扶持力度
