| 摘 要： | 党的十六大提出构建社会主义和谐社会的战略任务。和谐社会本身亦即政府内在的价值追求。公共服务职能是现代政府的一项基本职能,由于国内经济社会发展失衡和传统政府体制的束缚,政府公共服务职能偏弱,现阶段已成为构建和谐社会的障碍,必须通过强化政府公共服务职能,满足日益增长的公共需求,构建和谐社会。

| Abstract: | A strategic task,building a harmonious society,was put forward on the CPC's 16th National Congress.The harmonious society itself is the intrinsic value of the government pursuit.Public service is a basic function of a modern government.As China's economic and social development imbalance and traditional system of government bonds,the decline of our public service functions has become an obsta- cle to social harmony.Therefore,the government must enhance public service functions to meet the in- creasing public demand so as to build a harmonious society. |
