| 摘 要： | 20世纪90年代以来，日本经济长期低迷，导致以银行为中心的金融机构为良资产增加，一些大型金融机构破产。面对日趋严重的金融形势，日本政府采取了强化金融监督、金融制度改革和制定新的法律等措施，以稳定金融秩序。
