战国后期秦国统治蜀之政策研究

战国后期 ,秦国抓住有利时机吞并了蜀、巴 ,图谋与楚对抗 ,以求统一天下。为了实现蜀地的直接统治 ,秦在统一蜀地之初 ,在蜀地采取了一系列政策措施 :封蜀侯 ,置蜀守、蜀相 ;移民、筑城 ;开发蜀土地、山林资源。秦国在蜀地的统治政策可以说是后代羁縻政策乃至土司制度的渊源。

Study on the Policies of Qin's Ruling on Shu during the Late Warring Period

During the late warring period , being going to unify all parts of China, cnflicting with Chu Kingdom, Qin kingdom annexed Shu and Ba Kingdoms in the situation of Shu's internal strife. Finally Qin got Shu under direct control through enforcing a set of policies: appointing the descendents of the late King of Shu as Hou of Shu as well as appointing it's real rulers from Qin, setting up cities and migrating Qin people into Shu, developing Shu's forests and mountains etc.. All these rules became the original policies of controlling the southern nationalities of the succeeding central authorities.
