| 摘 要： | 尊重和保障人权是宪政的根本目的和最高原则.人权是现代宪法基本原则之一,并上升为国际社会普遍承认和遵守的准则.这次修宪,将"国家尊重和保障人权"明确写入宪法,在我国宪政史上具有里程碑的意义.

| Abstract: | Respecting and guaranteeing human rights is the basic purpose and the top principle of the constitutionalism. "Human rights " is one of the basic principles of modern constitutions,and it has become the widely acknowledged standard in the world. Stipulating the "human rights" in the constitution is a new landmark of Chinese constitutionalism. |
