| 摘 要： | 香港赛马赛事规例从幼稚走向成熟,在融浸了社会发展的特征及一般规律之后,逐步成为香港赛马重要的法制依据,具体特征有:以风险控制为中心、以追求赛事公平为灵魂、强调终点一致、严格的组织体系及权责、争议结果裁决于仲裁手段。

| Abstract: | Race regulation of Hong Kong Jockey Club has developed from immaturity to maturity,and after absorbing characteristics of social development and a period of common regulations,it gradually becomes a legal basis for the important horse-race in Hong Kong.The characteristics of the regulation are: taking risk control as centre and just race as essence,emphasizing the sameness in finishing points,strict organizing system and responsibility,and settlement of disputes being decided by arbitrate. |
