我国农地制度创新探析

改革开放以来，我国对农地制度实施了一系列创新，虽取得了一定的成果，但仍存在着认识不足、重经营权改革轻所有权改革、“一刀切”等误区。目前，我国各地在实践中推行的多种可供选择的农地制度创新模式既有利又有弊。因此，结合本地实际，推行符合当地情况的农地制度创新模式是至关重要的。根据“路径依赖”的有关思想，在制度变迁中，历史起着重要的作用。因此，在选择我国农地制度创新的路径时，也应该了解我国农地制度变迁的惯性与趋势，在总结我国农地制度创新的历史经验的基础上，找出一条适宜的农地制度创新之路。

An Analysis of System Innovation in Farm Land in China

Our government has carried out a series of innovation in farm land system and made some achievements since implementation of the policy of reforming,but there are some erroneous zones,such as knowing insufficiently,much emphasis on operation right reform and less emphasis on property rights reform.At present,many kinds of system innovation patterns in farm land which were put into practice in China have either advantages or disadvantages.Therefore it is critical to carry out a kind of system innovation pattern of farm land which accords with local situation.According to the idea concerned with "depending on ways",history plays an important role in system reformation.Consequently,we should learn about the tendency and law of rural system changes in China while choosing ways of system innovation in farm land.Then we will find a suitable way of system innovation in farm land on the basis of summarizing historical experiences.
