城镇化:当前转移农村剩余劳动力主渠道存异

作为转移农村剩余劳力的主渠道,不仅应以实现就业转移为主要目标,还应担负转移50%以上剩余流量。城镇化目前不具有这样的功能,故不是现时的主渠道。我国农业的现实仍相当落后。在农业和城镇化的关系上,要坚持城乡统筹的科学发展观,把求真务实的着力点首先放在目前的求农业自强之真,务农民富裕之实,达农村小康之的上,而不是操之过急地去谋求虽也关乎"三农",但其成败终究要取决于农业发展的城镇化上。

Urbanization:Existing Problems of the Main Channel of Transferring Rural Surplus Laborers

As the main channel of transferring rural surplus labourers, at present, it is supposed to realize the employment transferring, which over 50 percent surplus rate of flow should be transferred. Since urbanization doesn't have such functions, it is not the main channel now. Agriculture is the basics of urbanization. From the relationship between agriculture and urbanization, we should insist on the scientific view of development of taking the whole situation of cities and countryside into account and planning accordingly. We should, in the first place, call for a down-to-earth approach by concentrating on aiming at self-reliance and self-support in agriculture, take a matter-of-fact attitude towards enriching peasants, and realize the aim of making the countryside prosperous, instead of striving in haste for the urbanization, which depends on the agricultural development eventually, though it seems to have something to do with "three-nong", agriculture, peasants and countrysides.
