我国基层农业科技人员权益保护的现状和对策

基层农业科技人员在促进农业技术推广，发展农村社会经济中起着至关重要的作用。他们权益得不到保护挫伤了其工作积极性，影响了农村科技队伍的稳定。基层农技人员权益保护面临机构不健全、政策落实难、经济待遇差、权益保障难的问题，基层农技人员权益保障难的原因在于政府投入不够，法律供给不足，基层农技人员维权意识薄弱，服务对象素质低下。因此，应该加大政府财政投入力度，建立健全基层农技人员权益保障法律体系，加强对基层农技术人员的法律宣传和教育，加强对农民的法制和道德教育，加大对基层农技术人员权益保护的执法力度等基层农技人员权益保护的对策。

Status Quo and Comtermeasures Protection of Rights and Interests of Grassroots Agricultural Technicians in China

In China the grassroots agriculture technicians play a vital part in promoting the extension of agriculoural technologies and developing rural economy. However, They fail in protecting their own rights and interests and that hurts their enthusiasm for work and negatively aftects the stability of the teams of grassroots agricultural techncians. In the aspect of the grassroots agricultural technicians＇ protection of their legal rights and interests, they are now confronted with such problems as unsoundness of protection agencies, difficulties in carrying out relevant policies, poor economic treatments, hardship in protecting their legal rights and interests. The reasons for such a reality lie in the facts： inadequate governmental input, poor legal security, weak awareness of protecting legal rightsand interests service receivers＇ low quality and so on. Therefore it is suggested as counter ineasure for protecting the grassroots agricultural technicians＇ rights and interests that the governmental financial input should be increased, the legal security system for protecting the grassroots agricultural technicians＇ rights and interests should be established and perfected, the publication and education of legality for the grassroots agricultaral technicians should be strengthened, farmers＇ education in legality and morality should be strengthened and the power of law enforcement for protection of the grassroots agricultural technicians＇ rights and interests.
