| 摘 要： | 从阐述建设诚信政府的现实意义入手,就政府诚信缺失的主要表现和形成原因进行了分析,在此基础上,对构建诚信政府的路径进行了探讨,提出了建设服务型政府、责任型政府、透明型政府,以及培育政府诚信文化和加强政风建设这一构建诚信政府的基本思路。

| Abstract: | The practical significance of establishing credit government is elaborated.The performance of governments lacking in credit and the reasons are analyzed.Then,the effective ways to construct credit government are discussed,with the proposal of service-oriented government,responsible and clean government.Some basic ideas as developing the credit culture and promoting the government ethics are put forward. |
