农村社会工作介入乡村振兴的理论逻辑及实践反思

乡村振兴作为国家"三农"工作的战略部署,明确提出"产业兴旺、生态宜居、治理有效、生活富裕、乡风文明"的总要求。社会工作作为致力于回应社会问题和助人自助的应用性学科,关注社会变革、民生福祉和能力建设,在价值理念和发展目标等方面与乡村振兴战略具有高度的契合性。以昆山市W机构的乡村社区建设项目为例,通过实地调查和行动研究发现,案例村在沿袭单一的行政性管理模式下面临村庄治理和服务供给困境,继而为农村社会工作介入提供了可能与可为空间。基于项目背景和目标,构建了农村社会工作介入乡村振兴的"生计、生态、生力、生活、生命"五生逻辑框架并应用于实践。在此基础上,对W机构提供的社会工作服务成效进行实践反思。最后从实务改进的角度,提出农村社会工作介入乡村振兴的优化建议。

The Theoretical Logic and Practical Reflection on the Involvement of Rural Social Work in Rural Revitalization

As a national strategy to solve the problems concerning agriculture,rural areas and farmers,the Rural Revitalization program clearly puts forward the general requirements of“industrial prosperity,ecological livability,effective governance,rich life and rural civilization”.Social work,as an applied discipline,committed to responding to social problems and helping people to help themselves,pays attention to social change,people’s well-being and capacity building,and is highly consistent with the Rural Revitalization strategy in terms of values and development goals.Take the rural construction project of W organization in Kunshan as an example,through field investigation and action research,it is found that the case village faces the dilemma of village governance and service supply under the single administrative management mode,and then provides the possibility and space for the intervention of rural social work.Based on the background of“Wusheng”and rural social work,this paper constructs the framework of“rural work”.On this basis,the paper makes a practical reflection on the effectiveness of social work services provided by W organization.Finally,from the perspective of practical improvement,this paper puts forward the optimization suggestions of rural social work intervention in Rural Revitalization.
