抗击疫情与铸牢中华民族共同体意识

铸牢中华民族共同体意识是中国作为统一的多民族国家实现治理体系现代化和提高治理能力的需要,也是充分发挥国家制度和国家治理体系显著优势的保障。在抗击新冠肺炎疫情这个重大事件中体现出铸牢中华民族共同体意识与发挥国家治理的制度优势具有内在一致性。基于"国家-民族"理论视角,探讨铸牢中华民族共同体意识的现实路径:从单向式到双向式。即不但有自上而下的国家主导力量,也有自下而上的民族地区及非民族地区的支持力量;既有纵向维度的国家与民族地区及非民族地区的双向互动,也有横向维度的民族地区和非民族地区之间的双向互动。新冠肺炎疫情防控下铸牢中华民族共同体意识为完善现代国家治理体系提供了实践参考,即国家治理要推动形成集中统一的更具灵活性的纵向协调机制和横向协调机制。

Fighting the Epidemic and Forging a Sense of Community for the Chinese Nation

Forging a sense of community for the Chinese nation is the need for China,as a unified multi-ethnic country,to realize the modernization of its governance system and improve its governance capacity,and,it is also a guarantee for giving full play to the significant advantages of the national institutions and national governance system.Historical evidence shows that the concept of"a sense of community for the Chinese nation"is not constructed without foundation,but is the result of ethnic exchanges and historical development.On the one hand,this reality is reflected in the rich historical and political heritage,and on the other hand,it is also the institutional and social foundation for the unification of a multi-ethnic country by pooling forces from all sides.On that basis,how to forge the sense of community for the Chinese nation,improve the modern national governance system and enhance the national governance capacity so that it can adapt to the constantly developing social reality,is an important subject that we need to ponder continuously,both in the at present and in the future.In this moment of the fight against COVID-19,it has been demonstrated that there is an inherent consistency between forging the sense of community for the Chinese nation and exerting the institutional advantages of national governance.Based on the theoretical perspective of the"nationstate",this paper discusses the realistic path to forging a sense of community for the Chinese nation:from both one-way to two-ways.That is to say,there are not only top-down forces led by the nation,but also bottom-up support from ethnic regions and non-ethnic regions;there are not only two-way vertical interactions between the state and ethnic regions or non-ethnic regions,but also horizontal two-way interactions between ethnic regions and non-ethnic regions.Forging a sense of community for the Chinese nation within the context of the prevention and control of COVID-19 provides a practical reference for improving the modern national governance system,that is,national governance must promote the formation of a centralized,unified and more flexible two-way coordination and interaction mechanism.First,within the vertical dimension,we should strengthen the leadership of the CPC and improve the top-down leading mechanisms of the state and the supporting bottom-up mechanisms on the local level.Second,within the horizontal dimension,we should give further play to the initiative of local governments and improve the mechanisms of interaction,exchange and cooperation among different regions.We should realize that China,in its stage of modernization and transformation,national governance is bound to go through a process of continuous exploration and gradual improvement,which is the inevitable requirement of the objective law of institutional evolution.In this process,we need to strengthen confidence in our theory,path,system,and culture,constantly forge a sense of community for the Chinese nation,improve the system of national governance,and achieve the common prosperity and development of all ethnic groups.
