| 摘 要： | 在经济发展中．由特大城市或城市群所构成的区域的经济作用显得越来越重要．区域间的竞争正逐步取代国与国之间的竞争而成为竞争的主体。相对国际水平而言．我国大城市和城市群的总体实力还不够强，以城市群为代表的区域经济对国民经济的贡献率明显偏低。据中科院发布的《中国城市发展报告》显示，广州、上海和北京这三大城市的GDP占全国的份额分别为1．8％、4．6％和2．5％．
