吉林市智慧城市建设体系与发展策略研究

智慧城市是基于物联网、云计算、人工智能、大数据等技术而形成的一种新型信息化的城市形态，它是继工业化、电气化、信息化之后，当今世界城市发展的前沿趋势和重要特征。作为东北地区具有独特地域优势的中小城市，吉林市在2012年也提出了建设智慧城市的目标，经过几年的建设发展，城市信息化网络已初见端倪，但智慧城市的建设还处在起步和探索阶段，未形成成熟完整的“智慧城市”的建设理念和内容体系。因此，吉林市应结合具体情况和现实基础构建包括智慧网络、智慧政务、智慧经济、智慧服务与管理在内的完整的智慧城市发展体系，同时应加强和完善顶层规划与设计，进一步加大基础设施建设，并促进区域合作与技术创新，进而加快吉林市智慧城市的建设步伐。

On Construction System and Development Strategy of Smart City in Jilin

Smart city is a new type of informational urban form which is based on technologies such as Internet of things, cloud computing, artificial intelligence and big data. It is the leading trend and important feature of the world's urban development after the industrialization, electrification and information. As one of those small and medium cities in the northeast region with unique geographical advantages, Jilin proposed the goal of building its smart city in 2012. Despite an initially formed urban information network after several years of development, the construction of smart city is still at the beginning stage without mature concept and complete content system. Therefore, a complete development framework of smart city in Jilin should be established combining with the spe-cific circumstances and realistic foundation including intellectual network, government, economy, service and management. Measures should be taken to strengthen the top development planning and expand the scale of infra-structure development, so as to promote regional cooperation and technological innovation, and accelerate the pace of building the smart city in Jilin ultimately.
