临民与治军:宋代帅臣荐举权述论

宋代帅臣的设置起于战争,虽并不都是常设不废,但因长期性战争的需要,使得帅臣不但能够"治军",亦得以"临民",由是帅臣的辖区便具备了政区的某些特性,而帅臣亦成为握有一定行政权的军事长官。为服务于军事,宋代的帅臣被赋予了荐举权用以控制辖区内的大小官员,而帅臣"临民"与"治军"的权责,也使得其荐举权的行使既有军事的一面,又有民事的一面。相较其他官员,帅臣的荐举权无疑是扩大了。然而大部分帅臣的非常置及"文臣统兵"的政治体制,使得帅臣荐举权被限制在可控范围之内,这也是与"崇文抑武"之国策一以贯之的。

Civil and Military: The study about Recommendation Power of Military Chief in Song Dynasty

The administration of Military Chief was attributable to the war in Song Dynasty.Although the administrations had not Long-term set,Military Chief had possessed the function of civil and military in order to prepare the protracted war.So the areas that under Military Chief’s rule had characteristics of administrative division,and Military Chief was a military governor that possessed administrative power.In order to service in the military,Military Chief had power of recommendation that can help them hold the whip hand over his subordinates.On the one hand the power of recommendation had some traits of civil,the other hand it had some traits of military since Military Chief had possessed the function of civil and military.Compared with other officials,Military Chief had been granted more power of recommendation.when the war was over,The Court took methods that civil officer command army and abolishing the administration of Military Chief in order to control them.
