解决失地农民问题的对策思考

失地农民是工业化和城市化的产物。失地农民问题越来越受到社会的关注。解决失地农民问题有以下对策:按照又好又快的发展要求,促进工业化和城镇化的健康发展,防止失地农民数量的非常态增加;遵循统筹城乡发展的原则,将失地农民问题纳入城市化、工业化进程中解决;以改革创新的精神完善土地补偿制度;坚持以人为本,全面提升失地农民的综合素质,增强失地农民的可持续生计能力;以加强民主政治建设为契机,健全失地农民的利益表达机制。

Consideration on the countermeasures of solving the landless peasants'issues

The landless peasants are the product of urbanization and industrialization.The landless peasants'issues have seriously affected society harmony and the realization of the over-all well-off society.So the authors think in this article the countermeasures are as follows:for example,according to the demands of good as well as fast development of economy,hastening the healthy development of industrialization and urbanization and preventing the abnormal increasing of the landless peasants;following the development rules of cities and villages planning as a whole and bringing the landless peasants into the process of urbanization and industrialization and solving it;perfecting the systems of land compensation through the reform and innovation;persisting people-oriented rules,comprehensively promoting the landless peasants'overall qualities,enhancing their abilities of sustainable livelihoods;improving the mechanisms of the landless peasants' expression interests through strengthening democracy and politics construction.
